Default New Player Questions: Character Design

Im new to the game and have some basic questions about it. Past games I have played require careful planning not to "gimp" your character which explains some of my questions.

I have a level 20 character w/mo and have only 170 attribute points. The PVP characters have 200 attribute points. Did I do something to lose them like constantly rebalancing my skill?

I have 34 skill points to buy skills, I havent used any yet because im not sure which ones are worth buying. Is there a limit to skill points per character or should I just buy any skill I want to try?

I read there is a quest to change your second profession. Changing you second profession cost anything from the character like skill points or attribute points?

I got the Signet of Capure from a npc that says I can be used once. I havent used it yet and notice I can buy it from skill npcs. Do you loss this skill after using it? Can you rebuy it as many times as needed?

You need to do a few quests after accension to unlock the rest of the attribute points. No skill point limits, you get more per level, even after 20( each time you fill your exp bar)
It doesn't cost anything to change proffesion.

yes you can rebuy sig of capture from skill guys after u use it although it costs a bit more each time

The additional 30 attribute points are gained from 2 quests, 1 in the desert area, (can???t remember where), and 1 from Vanya in Droks. I believe you have to complete all missions/quest in these areas???s before they become available.

No limit to skill points, purchase skills to suit your build/playing style.

2nd profession change quest are available from various locations in the desert area by doing quests. You can do them all, as I have done, and constantly keep switching as many times as you like. You keep all skills previously obtained.

Capture signets are used once a cap a particular elite skill. You purchase them as and when required.

Yes, you can change your 2nd profession as many times as you like, provided you have done the quests for each profession. You will also have to buy the skills to unlock them in your new profession, or do any side quests you missed out on to get them. You can change back to your old profession too without having to do the quest again and you'll get all your skills back that you already unlocked. e.g my Necromancer changes between Necro/Monk and Necro/Mesmer depending on what skills she needs at the time.

Changing your secondary doesn't cost anything per se. But you start out with a limited amount of skills, some can be learned by doing profession specific quests, and the rest have to be purchased (gold + skill point).

All non-elite skills can be purchased. Signets of Capture are for capturing elite skills from bosses you encounter in the Crystal Desert and later in game.

I believe the first 15 attribute quest starts in Skyward Reach from a Forgotten, who in turn can be found by following a quest from Destiny's Gorge.

lol, if I was the OP then I would be completely lost with the answers since they say what needs to be done but do not mention where and how.

There are 2 15 points quests that you need to do to get the 30 remaining skill points.

1st 15 points quests
Talk to her

to get you to another NPC that actually gives you the 15 points quest.

She will make you visit the other towns in the desert so you can do quests that will enable you to change your secondary (see below for locations)

You just have to visit the towns for now and do at least one of the quests.
Once you are done go back to Droks and the same NPC will give you a quest and thats the 15 points one

Everytime you level, you gain a skill points, there is no limit to how many points you can have.

You can buy it from the skill trader and its a one time use. Once you capture an elite skill you have to buy another one to capture another skill.
